The possibility of implementing the resulting gain <i>G<\/i> > 10<sup>5<\/sup> m<sup>\u20131<\/sup>, as well as strong phase modulation (chirp) for wave packets propagating on the surface of a semiconductor cylindrical waveguide, is shown.
