A simple L\u2012C model of plasmons generated in a metal nanoshell is developed. The electromagnetic mechanism of surface-enhanced (giant) Raman scattering (SERS) can be investigated qualitatively and quantitatively. The theoretical results are in qualitative agreement with computer simulations.
